What should L&D Depts really be doing

I’m quite confused by most L&D departments. That don’t really seem to promote learning and they really have very little to do with development. They do seem to manage rooms and catering and often create a fantastic array of rules which make it difficult for an employee to engage with learning that will benefit them and the organisation. So what should they be doing?
